These islands sit in the Gulf of Thailand, not the Andaman Sea, which matters more than the distance: the Gulf’s wet season runs later, from roughly October to December, so when Khao Lak’s marine parks are shut the Gulf is often at its best. Samui has the airport and the resorts, Koh Phangan is quieter, and Koh Tao is the diving island.
